Senegal has launched a $50 million vehicle dedicated to backing local startups, a move that positions the state as a first mover investor in an ecosystem where international capital has historically arrived late and extractively. The fund's existence reflects lessons absorbed from watching Nigerian and Kenyan ecosystems where early foreign VC shaped sector priorities, fintech over agri-tech, urban over rural in ways that did not always align with national development imperatives.
For West Africa specifically, the fund arrives as Francophone ecosystems attempt to close the gap with Anglophone counterparts. Dakar has invested in infrastructure, the new airport, fibre connectivity but early stage capital has remained scarce.
